View reports will not run

When I try to view any machine reports, I get an error message that says "Could not get the report from the design spooler. Error Code - 5004 | Error getting machine report 2 : 504"
Outputting designs to the machine will work, just not the reports.
If I run the design spooler in support mode, it runs just fine.
I have tried uninstalling everything (including all microsoft SQL items) and reinstalling twice, with the same result.
Any suggestions?
