want to set zoom to the mouse scroll wheel

we have got an new computer loaded with dgml14. and cannot work out how to set the zoom in and zoom out to work on the mouse wheel as it did on the old machine at the moment it just moves the whole image up and down how do we adjust this ?

Go to Tools, Configuration, User Settings to open Environment page.
Choose Zoom In/Out at Mouse wheel behavior.
Doesn't this help it?
