underlay works and doesn't

I have a design i made, the first section of the design, no matter how many different types of underlay I assign, it will not put an underlay down, but the remaining sections will. Why does this happen? Draw Ribbon also shows it doing the same thing.

sometimes I have the same problem, Try to change the direction of the stitch with shirt cut D. Sometimes it works, I haved tryed your images and it works.

Hello,
I looked at the file and found changing the direction of the stitches generated the underlay. I will however submit this issue to our developers for review.
